Do you see the link option to request to be someone's friend? What happens when you click on it? Or do you not see the link at all? Please note that if you've removed a friend from your list, and you're still on their list... you will not be able to invite them again (since you're still in their friend list). The only way to add them back as your friend in this case is to ask them to invite you insted.
