In toddlers, chubby is good.  They do tend to bump around and need the extra padding.

I'm with you on this one! Good news that he has put on some weight though. The young disabled girl I look after now, we try to fatten her up as the first sickness every winter gets her so skinny. She is only high 20 to low 30 in kgs. I can't remember which but she is 15 years old. Lucky she is short, about 140cms but I would rather they are a bit fatter, especially when they get sick.
