For a cheap way to get foils - or other hair styles - the local TAFE who runs hairdressing courses usually offers cheap rates if you are willing to have the apprentices do it. They're not allowed to do it until they're in 2nd year and are always supervised.
Plus, they want to impress so they'll often take more pride in their work and do a better job than someone who just does it day in, day out. It just takes a bit longer.
