Kambah Adventure Playground
In Kambah, ACT, there is an absolutely massive playground with flying foxes and cubby houses and climbing frames etc. etc. etc...  It's a public park and it's free.

Questacon
A child entry is $7.50, adults are $15.50 and you can get an annual pass.  Apart from the stuff for older kids, they have a section called "Mini-Q" specifically for 6 and under which has proper child toilets and change area as well as great age-specific activities.  Apparently some Mum's take their kids there every week!

Oops!  Norby beat me to this one!  And I got the cost wrong for kids.  Doh!  But the mini-Q is excellent.  The only hard thing is trying to get the kids to come home after...
