This is the best bit of advice I was given when Xavier was teeting. He hated any of the teething gels and we had a battle on our hands whenever we tried to put it on. He's not a big fan of children's panadol or neurofen either, so they didn't work.
We found teeting reflief tables at the chemists which are apparently homeopathic (natural), they worked and he thought they were lollies, so we had no problems with them, but the best thing I found on advice of a friend who had the same problems is buy some dried fruits (apples, pears whatever, the mango can be a bit tough when they are young, but once they've got a few teeth it's quite good) and put it in the freezer. This makes it cold so it numbs the gums, it's healthy for them and when it 'defrosts' it becomes really chewy, which helps develop those as well.
