Why do the states need foster carers
Foster care generally provides a temporary caring home while the parent(s) and family members receive support to help them work out their problems. Where possible, children are reunited with their parents as quickly as possible.
Foster care
is arranged and supported by Families and other foster care agencies only after other options within the child’s family and community have been explored.
In cases where serious abuse or neglect has occurred, or parents can't guarantee the safety of their child, it may not be possible for children to return to their parents and long-term foster care may be needed until they turn 18.
It is a common misconception that children only enter care because they have been abused. Other reasons include:
- parents unable to cope with problems;
- parents not providing adequate care and supervision;
- parents unable to provide a safe environment;
- parents with no support networks;
- parents suffering illness or depression;
- death in the family;
- parents lacking appropriate parenting skills;
- family breakdown;
- neglect;
- abandonment; or,
- parent's drug or alcohol abuse.

There are different types of care as some children need emergency care for a few days and some may need long term care which may extend to years. Often it is not known when the child is placed how long the care will be required.
