She is developing so quickly and the moods are extreme at times but she still talks and little and says sorry for being emotional as she doesn't know why she just cries at a drop of a hat etc... and advise for me or I can do to ease it all

Check how much soy is in her diet.  I have a friend who's daughter started developing young and the Dr. told her to take her off as much soy as possilble.  The estrogen in soy encourages estrogen in the body so it's good for adult women but not girls  I've also read two articles about it.

Good Book?
I've heard that The Girls' Life Guide to Growing Up (The Girls' Life Series) by the Editors of Girls Life Magazine is a good resource.  It got good reviews on Amazon.  Hope that helps :)

Encourage, talk and share experiences
I don't have school age kids yet, but I do have step daughter who is 10. She might had mood swing. Anyway, I think it's a good sign that your daughter still talk. I also believe in giving early sex education (in regards of puberty). I remember I grew up with older sisters who tought me about puberty, so I wouldn't get scared or confused, and it seem worked. Each individual may be different, but I don't think it's bad to share your first puberty experience to your child.
Anyway, I found this site that might help as well. http://www.cyh.com/HealthTopics/HealthTopicDetails.aspx?p=114&np=304&id=1846
