I went through this with my daughter and she would only suck on her fingers when she was teething, so maybe it's that?? If a pacifier don't work, then there really ins't much you can do. My daughter never took a pacifier and just one day she stopped sucking on her fingers. I'm sorry I don't have much advice for you, but its a common thing that babies do and they will grow out of it.

Have you tried mittens? She can probably pull them off, but how about the cuff of the Wondersuits? They pull over their hands, do you think that might work?
