We had this happen a few years ago when our dog was 2years old. We tried all sorts of things - spray with water, only leave washing on line if we were home, reward good behavior.
In the end (after the dog had ripped one of our good sheets of the line) my husband used the sheet and tied it to her collar and tied her to the close line for a few hours (we made sure she could reach water and that she didn’t hurt herself), we watched from inside but ignored her howling.
She never did it again either.

Make sure when you have teh washing out it comes in before you mow. And that the grass clippings are gone before you hang out washing. My mistake hehehe. I used to chase my dog with the evidence and clearly let he know i was not happy. I know it sounds mean but after yelling at him a few times while holding the clothes. He only used to pull down the 'flapping' items. He did stop.

I was told by a reputable dog trainer to "booby trap" the clothes line. Apparently you get a spray bottle with a bit of tabasco sauce, pepper, chilli sauce (basically anything a bit spicy) mixed in with water, get a long old rag and spray it with the mixture. Hang the rag on the line.

Have plenty of fresh water ready.

I used to live with a girl whose dog did that.  She had his on a lead on a long wire that went along the length of the yard away from where the clothes were hung.  That way he could run a bit, but not go near the line.  Once the washing was finished, he was let off the lead and had the run of the backyard.  The only problems were the few times he got off and I lost some of my favourite clothes to him.

Make sure you dont hang the clothes on the line whilst he is un attended, watch and wait for him to start his antics as soon as he grabs the clothes sharply and loudly draw his attention to you, when he comes to you praise him and give him a treat......the idea is to reward his good behaviour and ignore his bad the trick is to get him to associate good behaviour with attention and treats.Sounds like he is board try getting him some doggy kongs or other toys. good luck  channy hugs Merle

Sounds to me that the dog is bored try taking for walks giving dog toys for the dog to have and if you can try and enclose the washing line its hard when they do that try and chat to someone like a Vet or RSPCA they might have suggestions
