Of course this is a parenting question. Two reasons 1, you are concerned about your family's health and 2 the cat is your child too! lol.
I was going to ask for more info, but yo uhave given me heaps. Your cat is an undesexed female who is in pre teens (cat age wise), that means she is marking her territory. I wonder if she pees in the laundry when the kids clothes are not in there. She sees them as equals and is trying to establish her pecking order amongst them. She is still a little on the early side for desexing, which would settle this behaviour down, but some vets will do it as young as 12 weeks.
Stopping this behaviour now is important, otherwise you will have big issues down the track with her. I would start with the citronella oil spray, which I would spray her with when she pees in the wrong place, but you have to catch her in the act and move her to the litter tray immediatley. I think there are some other products you can get that don't smell much to us, but horrificly so for cats. They have the same affect and can be used to wipe your benches and any where else you don't want her to be. Vinegar is another good deterent too, and I would use this on the high chair. I know, pongy!
Peeing on the shopping bag could be becuase she feels the litter tray is full. Some cats are incredibly fussy about having a clean litter tray and others will go in and use it as soon as you clean it, even if you have done it 10 times in the last 5 minutes! lol. The sound of the bag is highly appealing to her too and she could be marking it as hers.
Oh yes, next is the teen cat years. They last until the cat is about 7/8 human years, then they are more adult like. There is always the exception to the rule.
