lisaM Who cares what age your child watches TV, as long as you don't use it as a baby sitter.
Question if you and the rest of your family like watching a show at night. Do you put your daughter in another room or face her away from the tv so she feels left out.
If during the afternoon you decide to have a cuppa and put your feet up and watch a liked afternoon show do you put her to bed even if she will not sleep, put her in another room. This seems like another bit of advice from "experts" designed once again to make mother worry over nothing. If your daughter watches a bit of tv during the day so what. If your chatting to her, reading to her, playing with her and that is just one of the things she does during the day I'm 100% sure it will do no harm what so ever. But if you just prop her in front of the tv and use it as a baby sitter then that maybe a problem Stop worrying.

They can start at any age! Right from birth, which could help to settle them when they hear familiar program themes.
Any way, in Australia, the best shows for a wide range of ages seem to be:
Hi 5
Play School
Seasame Street
The Wiggles and all the 'spin off' shows.
BoohBah (have to wait for it to come back)
I'm sure there are plenty more. These are just the ones I've noticed our girls really enjoy and are actually learning from.
