I gave my son cow's milk right at 12 months. I gave it to him as a replacement for one breastfeeding and it worked out well. He took to it without a problem.
My twins just turned 1 last week and I just started them on cow's milk a few days ago. They didn't like the taste at first, but after the 2nd time they took it without a problem. Right now it is a replacement for one breastfeeding as well, as I am on the process of weaning. I give it to them at the same time everyday and they love it. I am finding that they get red spots on their faces though, but it goes away within 20 minutes. I thought they could be allergic to dairy, but the pediatrician said this is atypical. He said allergy to cow's milk usually manifests itself through upset stomach.
You can try giving your baby cow's milk (just a little bit) and see her reaction. If she doesn't like it, you can slowly mixed it in with the formula and gradually increase the mix to have more cow's milk.
