Hi, There are several things that you can do:
1. elevate the mattress or bed at the head. Just get a pillow or some thick books.
2. Put some baby vix on chest and back when going to bed
3 put a humidifier in the room.
In Australia you can get what is called fess little noses this is just a saline solution for babies. It is squirted up the nose and will stop them from being so stuffy. It also comes with a nose sucker for when the nose is really runny after the solution. Maybe there is something similar for you in the states.
A hot steamy bathroom does wonders to clear the chest and nose.

hi, she could be teething, you could give her calpol as we call it in England, or neuropen. this should help her with the pain which will then allow her to sleep. whenever my son starts teething the same thing happens to him, it shouldn't last to long, just make her as comfortable as possible, keep things calm, and she'll be ok. if you're not getting any sleep, just try take things a little slower and easier, even if you don't nap, try and chill right out, stay calm, you'll also be ok.
