It differs from child to child. The more grown up responsibilities placed on a young child, the more likelihood there is of them starting puberty young. The opposite is also true, the less grown up responsibilities placed on a child, the later they will start. This is a generalization, so not 100% accurate because of variables.
For me, I started getting my periods when I was 13, and was considered to be a late bloomer, but my breasts were already fully developed and at a C cup (much to the boys delight! lol). A girl I knew was 11 and already having her periods, but she didn't start to develope breasts until she was almost 15.
Interesting fact, back in the 'caveperson' days, puberty did start for women at around the age of 8, but back then, life expectancy was about 20-25 years. Just thought I'd share that trivia with you! lol.
