Even if you haven't worked in paid employment - you will have lots of skills - write about these. Eg. time management, prioritisation, conflict resolutiont, communication skills, budgeting etc. Also include any volunteer work (eg. Playgroup treasurer etc). Good luck.
Hiya, there is also JobWest in Rockingham and another one is called Smyl, they help with those who have been out of the workplace for a while and once you are registered with Centrelink and they class you as needing intensive assistance, they will give you all the help you need including info for courses you can do (thats the path i am on at the moment). Otherwise, follow arna's advice!
If you haven't done so already, you need to get registered with a JobNetwork member. Go to Centrelink and ask them to help you out with that.
A jobnetwork member will help you to put together a resume. Make sure they include all the skills you have gained from parenting, as they are transferable to the workplace too.
My partner used to work for a jobnetwork member and always recommends you take courses they offer etc. as they will help to get you back into the work place. Most places will have courses especially for parents who have been out of the work force for 5 years or more, so check it out.

There is also productivity placements for people who have been out of work fully funded by the government in lots of areas such as cert III's, cert IV's and even some diplomas.
I got a free diploma in Children's services this way - Saved me over $7000.
have a look online for some tips. I know what your feeling at the moment i was the same. The last time i was in at an employment place on one of their tv screens they were showing tips on how to write a resume. From what i can remember: Keep it short and to the point, List previous jobs starting from most recent, have at least 3 referees.
mine goes like this: Name, Adress, phone, date of birth, academic record (ie succesfully completed VCE yr 11 & 12 at.............in 19... including and TAFE or uni courses), employment history, references.
