I don't know what country you're in, but in Australia I'm pretty sure this is still the way it goes. You pay maintenance to the prime provider (who has the most custody of the kids) and this maintenance also entitles you to a certain amount of days per year you are allowed to have access to the children and this is court decided. Also a child cannot decide if they want to go or not with any legal deffinition until they are 12 years of age. You sound like you are going to have to go to court, but perhaps if your solicitor notifies their solicitor of the breach in access orders, their Solicitor can convince them that they are breaking the law and risking a whole heap of things. If they still do not comply, perhaps go the distance and contest the custody order and go for custody yourselves...if you want to. She is obvioously NOT teaching the children anything good, so you have as good a chance as she does. I wish you all the best. In the mean time, instead of sending gifts you don't hear about, send cards with the explanation in it that a bank account in the childs name has been set up and X amount of dollars has been deposited for the birthday, easter, Xmas what ever....might pursuade the kid to get back in contact if nothing else, and worse comes to worse, the kids will always know you thought of them and they might have a nice little sum saved on their behalf when they are of an age YOU GUYS decided they deserve it. I wish you all the best.
