All you can do is continue to show her how to rinse & spit (get her a fun cup to use, this worked for my son) and she will eventually copy you and do it - my 2 1/2 year old had been doing it ... He may have had the ability to do it before then, but I didn't worry about it. In the meantime, I used toddler toothpaste on him (contains no flouride). And when I saw that he could finally spit on command, I started telling him to spit while still on the toddler toothpaste. A few months of that and now he's on a child's toothpaste (contains a little amount of flouride).

I don't think theres a huge problem with her swallowing it, as its got so little fluoride in it. As long as you only put a small amount on the brush she will be fine.
