It can be anywhere from 9m (avg) all the way up to 15m. It's really up to the baby and when they feel strong enough and are able to balance themselves on their own.

She is a very tall girl for her age 3 1/2 (about a head difference in height) and so it has been a little harder for her to find her center of gravity. Even now at preschool she has trouble with some balancing activities -her feet are to big for her and she is still taller than her peers.

Every child is different and therefore will progress differently.

Of course parents would have to take into account the baby's overall mobility. At 18 months, one would be concerned if the baby isn't pulling up, cruising, etc. But if baby is just simply too stubborn to walk, that wouldn't be as alarming.

My son walked at 10 months. He walked for short distance if he is distracted, but once he realized we weren't holding on to him, he stopped and cried. At 11 months, he was properly motivated by a shiny red elderly walker adn so he walked 10 feet by himself. On the other hand, my twins are now 11 months old and they are just strating to pull up.
